Normalised package namestringrequired

Must already be PEP 503 normalised: lowercase, with every run of '-', '_' or '.' collapsed to a single '-' (so 'zope.interface' becomes 'zope-interface'). Unlike the JSON API this endpoint does not normalise for you - it 301s to the normalised URL and the redirect drops the format parameter, which would hand back HTML.
