Attribution: Source: U.S. International Trade Commission, Harmonized Tariff Schedule of the United States (U.S. Government Work, public domain)

Licence: USITC publishes the HTS in its DCAT-US open data catalogue (www.usitc.gov/data/data.json) as dataset "Harmonized Tariff Schedule of the United States (2026)", identifier "https://hts.usitc.gov/", carrying "license": "http://www.usa.gov/publicdomain/label/1.0/" and "rights": [ "This dataset is a U.S. Government Work and is not covered by copyright in the United States of America" ]. That licence URL now redirects to https://www.usa.gov/government-copyright, which defines the designation - "Government work is something created by a U.S. government officer or employee as part of their official duties" - and attaches two limits that are not copyright limits: "You cannot use government materials in a way that implies endorsement by a government agency, official, or employee" and "You also cannot use federal government trademarks or federal government agency logos without permission"; it also warns that "U.S. copyright laws may not protect U.S. government works outside the country." Two further USITC caveats, neither restricting reuse: the HTS External User Guide states that "Section 1204(c) of the Trade Act states that the legal provisions contained in the Commission’s publications of the HTS, as updated, are statutory in nature" and that "importers should rely primarily on the legally authoritative HTS itself in preparing Customs documents"; and usitc.gov/disclaimers.htm states "The information provided using this web site is only intended to be general summary information to the public. It is not intended to provide legal advice to an individual or entity. We make no guarantees about the accuracy or completeness of the contents of this site, and expressly disclaims liability for errors and omissions in these contents."
